Elections of municipality heads, mayors, and county prefects and deputies of mayors and county prefects
Voters
Right to vote in elections of municipality heads, mayors, and county prefects and deputies of mayors and county prefects have all Croatian citizens over the age of eighteen residing in the territory of a local and regional self-government unit in which the elections take place.
Candidature
All Croatian citizens over the age of eighteen residing, on the day the resolution to call the elections enters into force, in the territory of local and regional self-government in which the elections take place, have the right to stand as a candidate for municipality heads, mayors, and county prefects and their deputies, provided they are not banned from candidacy under the Local Elections Act.
The right to propose candidates for municipality heads, mayors, and county prefects and deputies of mayors and county prefects have political parties registered in the Republic of Croatia on the day the resolution to call the elections enters into force, as well as voters. Two or more political parties may propose a joint candidate. Political parties and voters propose lists of candidates accompanied by a prescribed number of duly collected voter signatures.
Voting and results
Municipality heads, mayors and county prefects and deputies of mayors and county prefectsare elected by majority vote of voters who voted. The candidate that receives more than 50% of votes is elected for the municipality head, mayor or the county prefect. If none of the candidate receives the required majority in the first round, a further selection is carried out in the second round in 14 days. The election is held between two candidates with most votes in the first round. The candidate who receives more cast votes is elected. In the event both candidates received the same number of votes, a third round would have to be conducted, according to the same rules as the second round. If still no candidate received the required majority, the electoral process should be repeated in its entirety.
Exceptionally, if there is only one or two candidates for election of municipal heads, mayors or county prefects, the candidate who receives more votes wins the elections.
